德援湖北生态造林项目实施的启示

Revelation from Implementation of German-aided Project for Ecological Afforestation in Hubei

摘要:

本文从项目建设实行综合治理，效益更加明显；项目建设实行报帐制和双线责任制，管理更科学；把技术推广培训作为项目建设重要内容，推动项目建设质量上台阶；项目建设同项目区经济发展相结合，调动广大群众参与项目建设积极性等方面阐述了德援湖北生态造林项目实施的益处。同时，结合实际对于建设中存在的问题提出了见解，对项目建设具有一定的意义。

Abstract:

This article has elucidated benefit from implementation of German-aided project for ecological afforestation in Hubei from many aspects such as more obvious benefit due to implementation of integrated control in project development, more scientific managements from performing account-rendered system and double-lines responsibility system. It also include aspects through uplifting quality of project development to new stages by acting training of technical popularization as important contents of project development and mobilizing activity of project development participation by extensive masses through combination of project development with economic development in project area. At the same time, some personal opinions have been put forward to problems existing in development process through combining reality, it has certain mean to project development.
