集体林权制度改革中森林资源资产评估的探讨

Discussion on Evaluation of Forest Resource Assets during System Reform of Collective Forest Right

摘要:

随着集体林权制度改革在湖北的稳步推进,林业经营模式的不断创新,对该省的森林资源资产评估工作也提出了新的要求,笔者就目前该省森林资源评估工作存在的问题进行了深层次分析,从如何正确界定森林资源资产产权范围,如何设立机构、建立机制、规范管理等方面提出了自己的一些观点,供同行参考.

Abstract:

With moving forward steadily the system reform of collective forest right in Hubei, forestry management pattern is constantly innovated. new requirement is put forward for evaluation work in forest resource assets in Hubei province. The author conducts a depth analysis and offers a few ideas for reference of the same trade in several aspects over the exiting problems of such evaluation work at present how to correctly define the assets property of the forest resource, how to build mechanism and norm management etc.
