    摘要:当前中国的很多国际重要湿地面临着退化和损失的威胁,必须建立国际重要湿地生态预警指标体系和预警机制。本文根据典型性、通用性、可量化、科学性和可操作性等原则,通过查阅文献和咨询专家,选出如湿地面积、水量、地表水水质、主要保护物种数、水鸟种群数量和植被覆盖变化率等作为湿地生态预警指标,建立国际重要湿地生态预警指标体系,并阐述了生态预警指标的评估办法,提出各级生态预警的响应机制,确保及时对湿地生态状况的变化做出响应,以保证国际重要湿地生态特征的稳定。

    Abstracts:At present,Many international important wetlands in China are losing and degrading, thus the ecological warning indicators and early warning mechanism for international important wetlands must be set up. According to principles of typicality, generality, quantifiable characters, scientific characters and operability, ecological warning indicators such as wetland area, the amount of water, surface water quality, the number of protected species, the population of waterfowls and vegetation coverage rate are selected in this paper by literature and experts consulting ,and ecological warning system for international important wetlands are established. The evaluation methods for the indicators and reactions for warning are also described. It aims to ensure reacting to the changes of the ecological status of wetlands in time and to ensure the maintaining of international important wetlands.
