客观评价了铜仁市新一轮退耕还林工程实施情况和建设成效，分析了工程建设中存在的突出矛盾和问题，结合国家新一轮退耕还林主要政策，提出强化观念转变、精准规划设计、注重部门协调、建立目标责任、落实配套政策、加大技术培训、探索精准扶贫等策略措施。

Abstract:

Objective evaluate the effects of construction and implementation of Tongren City,a new round of returning farmland to forest project,analyzes the contradictions and problems existing in the construction of the project,combined with a new round of national forest policy,proposes to strengthen the transformation of ideas,precise planning and design,pay attention to coordination,establish target responsibility,the implementation of supporting policies,increase technology training,explore the precise poverty alleviation strategy measures.
