Evaluation on the planning and Implementation of xingdoushan National Nature Reserve

摘要:

为 了解自然保护区管理状况 , 提升保护区管理水平和实现保护区管理目标 , 以《湖北星斗山 国家级 自 然保护区总 体规划(2013~2022年)》及其实施情况为研究对象 , 基于《 自然保护区管理评估规范》(HJ913-2017)对星斗山保护区管理状 况进行评分 , 结果表明:(1)保护区规划内容包括保护管理工程、科研监测工程、公众教育工程、基础设施工程和可持续发展 工程共计 184项指标 , 完成率达53. 79%;(2)保护区管理机构已健全 , 人员的编制总体上已落实;(3)保护区项 目 资金投入 比例达43. 48% , 其中 , 中央投资占总投资的 48. 73% , 地方配套占 51. 27% , 单位未能 自筹经费进行项目建设;(4)保护区总 得分为 75. 5分 , 评估等级为“ 良”, 其中保护区管理基础得分相对较高 , 管理保障得分相对较低 。说明星斗山 国家级 自 然保 护区总体的管理水平处于良好的状态。

Abstract:

In order to understand the management status of nature reserves , improve the management level and achieve the management obJectives of nature reserves , the master plan of Hubei xingdoushan National Nature Reserve (2013- 2022) and its implementation were taken as the research obJect , and based on the standard for management and evaluation of nature reserves (HJ) 913-2017) scored the management status of xingdoushan Nature Reserve , and the results showed that:(1) the planning content of the reserve includes protection and management engineering, scientific research monito- ring proJect , public education proJect , infrastructure proJect and sustainable development proJect , with a completion rate of 53. 79% ;(2) the management organization of the reserve has been improved , and the staffing has been implemented in general;(3) the proJect capital of the reserve has been completed Among them , the central investment accounted for 48. 73% of the total investment , and the local supporting facilities accounted for 51. 27% . The units failed to raise funds for proJect construction;(4) the total score of the reserve was 75. 5, and the evaluation grade was“ good”. Among them , the management foundation score of the Nature Reserve was relatively high , and the management guarantee score was rel- atively low. The overall management level of xingxingdoushan National Nature Reserve is in good condition .
