简要概述了湖北省 自然保护区建设管理现状,分析了湖北省 自然保护区在法律法规体系建设、管理机构设置、人 员编制,与其他保护地交叉重叠、范围边界和总体规划、土地权属等方面存在的主要问题,结合当前建立以国家公园为主体 的 自然保护地体系改革背景,对湖北省 自然保护区建设管理提出了对策建议。

Abstract:

The authors summarize the current situation of the construction and management of nature reserves in Hubei prov- ince . Main problems existing in the construction of laws and regulations system, management organization setting, staffing, over- lapping with other protected areas, scope boundary and overall planning,land ownership and other aspects were analyzed. Based on the background of the reform of nature reserve system with national park as the main body, countermeasures and suggestions were put forward for the construction and management of nature reserves in Hubei province .
