新一轮退耕还林工程高质量发展探究 ——以贵州省铜仁市为例

摘 要：介绍了铜仁市新一轮退耕还林工程建设实施情况，客观评价和分析了工程建设取得的生态效益、经济效益和社会效益。针对新一轮退耕还林项目建设用地难、效益低、管护资金少、产业链不发达、部门联动不足等矛盾和问题，充分利用国家支持贵州在新时代西部大开发上闯新路的新机遇，提出统筹造林项目、实施提质增效、健全产业结构、完善政策体系、强化绩效考核等高质量发展对策建议。

Abstract: The implementation of a new turn of returning farmland to forest project in Tongren City was introduced, and ecological, economic and social benefits achieved by the project construction were objectively evaluated and analyzed. Face to problems of the new turn of returning farmland to forest projects, such as difficult land use, low efficiency, less management and protection funds, underdeveloped industrial chain and insufficient departmental linkage, The authors make full use of the new opportunities of the state’s support for Guizhou Province to break a new path in the western development in the new era, and put forward countermeasures and suggestions that the overall planning of afforestation projects, the implementation of quality and efficiency improvement, the improvement of industrial structure, the improvement of policy system strengthen performance appraisal and other high-quality development.
