县域“两山”建设经验及实践方向 —以秭归县生态治理与特色产业发展为例 处理方法

Experience and Practice Direction of “Two Mountains” Construction at a County Level: a Case of Zigui County

摘要:

秭归县是湖北省首批”两山”试点县创建单位之一，多年来，秭归县秉持生态发展理念，以加强生态保护、提升人民福祉为目标，在“两山”理念的引领下，在构建“生态美、产业兴、百姓富”林业发展新格局，打通“两山”转化通道，注重乡村建设等方面形成了“秭归经验”。从生态治理和特色产业发展视角出发，从谋划布局发展、转化路径分析和科技支撑方向等方面系统总结凝练了秭归县生态治理与特色产业发展“典型经验”，并结合典型案例分析，围绕秭归县资源优势、产业结构、创新发展和制度保障等方面提出了未来实践方向，以期为全国“两山”建设提供实践参考。

Abstract:

Abstract: Zigui County is one of the first model counties to be created units of “Two Mountains”in Hubei Province. Zigui County adheres to the ecological development concept, aims at strengthening ecological protection and improving people’s well-being, and then it had formed the “Zigui experience” in the aspects of constructing “ecological beauty, industry and the people rich” new forestry development pattern, breaking through “two mountains” transformation channel and focusing on rural development by adhering to strengthen ecological protection and improving people’s wellbeing as the goal in the guide of “two mountains” concept. We started from the perspective of ecological governance and characteristic forestry industry development, focused on the aspects of planning layout development, transformation path analysis and technology support direction and systematically summarized the “typical experience” of Zigui County, Then we proposed the future practice direction including Zigui County’s resource advantages, industrial structure, innovative development and institutional guarantee combined with the typical case analysis, so as to provide practical reference for the construction of “two Mountains” in China.
